Why Rogers MN Fletcher Bypass Road Construction Started

September 3, 2026

Did you try to cross town this week and hit a barricade on County Road 81? You're not imagining a sudden inconvenience. The closure that started at 7 a.m. on Monday, August 31, and is expected to run through the end of September, is the newest visible piece of a project the City of Rogers has been chasing since 2001.

Here's what's actually happening, why it's taking so long, and why it's finishing at the exact moment a completely different corner of Rogers is filling in with the reasons you'll want a second way to get across town.

The Closure, in Plain Terms

County Road 81 is closed roughly three-quarters of a mile west of Brockton Lane N for utility installation and roundabout construction, part of the Fletcher Bypass project. The posted detour routes traffic onto Brockton Lane N, Dayton Parkway, Interstate 94, and Trunk Highway 101/Main Street back to County Road 81. Local access for residents and businesses along the corridor, including the stretch between Memorial Drive and Malmborg's Garden Center, is supposed to stay open even while through traffic detours around it. The city has said the reopening date could shift depending on weather and how construction goes.

A second closure, on Fletcher Lane between Territorial Road and Valley Drive, was originally announced for August 18. That one got pulled back at the last minute. Fletcher Lane remains open for now, with a new date to come once it's confirmed.

If this feels like a lot of moving parts for one road project, that's because it is. Fletcher Bypass isn't a single closure. It's the tail end of something the city has been building toward for a generation.

A Fix Two Decades in the Making

The idea of rerouting Fletcher Lane goes back to 2001, when Rogers first started working with Hennepin County and Hassan Township on a plan to bypass the Fletcher historic district and connect to County Road 81 to the east. The city formalized that intention in its 2030 Comprehensive Plan in December 2009, then spent years on preliminary design before moving into right-of-way acquisition from 2017 through 2024.

Money and paperwork caught up in 2022, when the city landed a $3.5 million federal aid discretionary grant to help fund the work. By June 2023, Rogers had brought on WSB & Associates for engineering and design. An open house with Hennepin County followed in June 2024. In May 2025, the city finalized a grade crossing agreement with BNSF Railway, clearing the way for construction bids that August.

Ten contractors submitted bids. C.S. McCrossan Construction, a firm with more than 60 years in street and utility work, came in lowest and was awarded the contract at the August 26, 2025 city council meeting. Crews broke ground the week of October 20, 2025.

The backstory explains something residents may not have known: the existing Fletcher Lane railroad crossing has been closed to traffic since fall 2020. According to a staff report from Rogers Assistant City Engineer Mike Albers, the crossing was shut down because of safety concerns tied to rising traffic volumes, anticipated work on I-94, and a gravel surface that had deteriorated past the point of safe maintenance. In other words, this stretch of road already couldn't handle the traffic Rogers was generating six years ago. The new bypass isn't solving a hypothetical future problem. It's catching up to one that's been sitting unresolved since before most of the current construction started.

Here's the arc in one place:

Year Milestone
2001 City begins working with Hennepin County and Hassan Township on a Fletcher Lane reroute
2009 Fletcher Bypass named in the city's 2030 Comprehensive Plan
Fall 2020 Existing Fletcher Lane railroad crossing closes to traffic
2022 City secures $3.5 million federal aid discretionary grant
2023 WSB & Associates engaged for engineering and design
2024 Open house held with Hennepin County; right-of-way acquisition wraps up
Aug. 2025 Contract awarded to C.S. McCrossan Construction
Oct. 2025 Construction begins
Aug. 31, 2026 County Road 81 closes for utility work and roundabout construction

The project isn't small once it's finished. It includes new roundabouts at both the Territorial Road and County Road 81 intersections, a multiuse trail running alongside the new alignment, and a rebuilt at-grade railroad crossing with gates, lights, and bells. The old Fletcher Lane crossing won't reopen to traffic until the new one is fully in place and the existing crossing is permanently closed for good, so this is a staged handoff rather than a single ribbon-cutting.

The Corner That's Filling In While the Road Waits

While Fletcher Bypass has been working through grants and grade crossing agreements, a different intersection on the other side of town has been quietly filling in with the kind of things that make a road project necessary in the first place.

At the corner of 141st Avenue and Rogers Drive, right next to Rogers Middle School, the city approved a mixed-use redevelopment called Asguard. The plan consolidates four parcels into three and phases in a new Broadway Pizza location with a golf simulator and an attached State Farm office, followed by a Kwik Trip, followed last by an apartment building over ground-floor retail and a fitness center. A public trail facing the adjacent wetland is part of the plan as well.

The Broadway Pizza piece is done. It's open now at 14040 Rogers Drive, and the developer's own marketing for the apartment project describes the site as sitting "just steps from the newly developed Broadway Pizza, featuring golf simulators." That leasing site also lists the residential building as 91 units, which doesn't quite match the 71-unit figure in the city's own development records. Plans like this sometimes shift in the design phase, and the difference is worth knowing if you're trying to picture how big the building will eventually be.

Leasing for that apartment building is underway now, with the developer marketing it for winter 2026 move-ins. The pitch leans on what's already around it: Rogers High School and Rogers Middle School nearby, and the TruStone Center just up 141st Avenue, home to the HealthPartners Fieldhouse with its indoor sports facilities, community programs, and indoor playground.

Put the two projects next to each other and the connection isn't subtle. The same growth that pushed traffic past what the old Fletcher Lane crossing could handle back in 2020 is the growth now filling in an apartment building, a golf simulator bar, and a convenience store on the opposite side of town. Rogers isn't building a bypass because someone drew it on a map twenty years ago and forgot to cancel the order. It's building one because the town has kept adding the exact kind of density, near schools, near a fieldhouse, near new apartments, that a two-lane road wasn't designed to move.

What This Means for Your Next Few Weeks

If you're routing around County Road 81 this month, you're driving around more than a construction zone. You're driving around the answer to a traffic problem the city first tried to solve when George W. Bush was in his first term. The roundabouts, the new rail crossing, and the trail are built to handle a Rogers that's already busier than the road grid it inherited, and the corner at 141st and Rogers Drive is a good preview of exactly what that busier version looks like.

In the meantime, plan the detour, keep an eye on the city's Fletcher Lane closure updates since that date is still moving, and if you've been meaning to try the golf simulators at Broadway Pizza, the drive over there just got a little more interesting.
